Asphalt Rubber Technology Service

Grant Application

ARTS grants are available for any civil engineering project using
whole tires, shredded tires, chipped tires, crumb rubber, etc.

This includes uses such as:

  • shredded tire embankments,
  • drainage layers,
  • retaining wall backfill,
  • whole tire retaining walls, and
  • rubberized asphalt.
ARTS also welcomes applicants to suggest project ideas not listed here.  All grant applications must be approved by ARTS and the SC Waste Tire Committee.

Grant money comes from the state's Waste Tire Trust Fund. A $2 fee is paid on each new tire sold in South Carolina. Of that fee, 50 cents is placed in the Waste Tire Trust Fund. The fund is used for grants to local governments and to promote the collection and recycling of waste tires.  Grants are now accepted on an on-going basis.

Criteria for funding consideration:

  • RFP requirements met
  • Sustainability and need
  • Technical and financial feasibility
  • Tonnage affected
  • Innovations involved
  • Managerial and technical expertise
  • Benefits to the State
  • Cost of project
